The release workflow bumps sdk/python/pyproject.toml on every release candidate without regenerating uv.lock, so the blocking check added in #999 fails on every open Python PR as soon as the next rc is cut (main is at 0.1.137-rc.7 while uv.lock records rc3). Keep the signal but stop it from blocking until the release step also runs uv lock.

Both CLI entry points duplicated the same viper.IsSet guard around MarkExecutionCleanupEnabledConfigured. Move it behind config.MarkExecutionCleanupEnabledIfSet so the presence-tracking rule lives next to the flag it guards and can be exercised by a unit test — the guard previously sat only in package main, where it was unreachable from tests. Behavior is unchanged.

Adds coverage for the error and guard paths introduced by this branch: presence marking from a viper instance, the payload sweep's nil-store / missing-directory / cancelled-context / limit-zero guards, the cleanup service's payload-remove, reference-list and sweep failure logging plus its capability probes, and the local storage payload URI listings over NULL, empty and closed-database cases along with the batch-size guard.

Every node-announced offline transition (POST /nodes/{id}/shutdown, the lifecycle/status route, a status PATCH) records health as inactive, and so does the health monitor's own demotion, so gating the hold on health kept the one case it exists for — a pod that just announced its shutdown — on the fail-fast path and held only monitor-demoted nodes.
Gate on recency instead: a node whose last heartbeat is within AGENTFIELD_AGENT_DRAIN_GRACE is treated as draining and held for the restart grace; one silent for longer is dead and fails fast with 503 and no execution row. The same window already defers the orphan reap, so both sides of the drain agree on what "recently" means.
