* refactor: consolidate gomod dependabot entries and drop docker
Use a single gomod update block with `directories` so security updates
across all Go modules are grouped into one PR instead of one per
directory.
Remove the docker blocks: Dependabot does not support security updates
for the docker ecosystem, and version updates are disabled via
open-pull-requests-limit: 0, so those blocks could never open a PR.
Docker updates remain covered by Renovate.
