Backport OVN 20ee3d9a087e so localnet ARP/NS is answered on the chassis that owns the target LSP, keep (eth.bcast && arp.op == 1) || nd_ns_mcast off the L2 flood path, and remove the old Kube-OVN priority 110 localnet-to-known-LSP forwarding flows.One column per quarter.
