copy buffer used for receiving messages. This can improve performance in
high-throughput applications by reducing the number of syscalls needed to

them into a slice. It also optimized netlink.Conn.Receive to use this new
API internally so that less memory is used.nltest.Conn.Receive can be used to test that multi-part messages are drained
