bdk_dart

This release candidate moves the Dart bindings to the final bdk-ffi v3.1.0 tag and regenerates lib/bdk.dart.

New Dart APIs

• Wallet creation and loading with explicit parameters: Wallet.createWithParams, Wallet.loadWithParams, Wallet.createSingleWithParams, and Wallet.loadSingleWithParams, with new CreateParams and LoadParams types.
• Two-path descriptor wallets: Wallet.loadFromTwoPathDescriptor, Wallet.loadFromTwoPathDescriptorWithParams, and Wallet.createFromTwoPathDescriptorWithParams.
• Signing with provided signers: SignersContainer and Wallet.signWithSigners.
• Coin selection: TxBuilder.coinSelection and the CoinSelectionAlgorithm enum.
• Public descriptors: Descriptor.asPublic.
• PSBT extraction controls: Psbt.extractTxWithFeeRateLimit and Psbt.extractTxUncheckedFeeRate.
• Kyoto peers: CbfBuilder.onlyConfiguredPeers.

Upstream

Uses bdk_wallet 3.1.0, bdk_electrum 0.24.0, bdk_esplora 0.22.2, bdk_kyoto 0.17.1, and UniFFI 0.31.2. See the BDK FFI v3.1.0 release notes for upstream API additions and fixes.

Build and release improvements

• Native builds use --locked, preventing dependency resolution from changing the shipped lockfile.
• CI checks that regenerated bindings match the committed lib/bdk.dart.
• Tag-triggered pub.dev publishing uses OIDC, with CI validation and maintainer approval before upload.

This is the third release candidate for bdk_dart.

It makes native asset builds reproducible by tracking native/Cargo.lock, shipping it in the pub.dev package archive, and pinning release builds to a single Rust codegen unit.

This RC is intended for integration testing before the stable 1.0.0 release.
