flutter_checks

Finally got around to getting CI setup to deploy.
Hopefully won't be bottlenecked by that anymore.

Important notes:

• Depends on Flutter 3.29.

• FEAT: bump to Flutter 3.29 (28802b00).
• DOCS: update license (85537c3b).
• DOCS: update to sound less hostile. (27700f38)

Added support for a missing inverse async matcher. Should be all complete for Flutter 3.24!
